In a saucepan over medium heat, combine water, sugar, salt, and 2 tablespoons of vegetable oil. Bring the mixture to a boil.
Remove the saucepan from heat and add the flour all at once. Stir quickly until the mixture forms a ball. Let it cool for a couple of minutes.
Heat about 2 inches of vegetable oil in a deep pan or pot to 375°F (190°C).
While the oil is heating, combine 1/4 cup sugar and 1/2 teaspoon ground cinnamon in a bowl. Set aside.
Transfer the churro dough to a piping bag fitted with a star tip.
Once the oil is hot, pipe 4-6 inch strips of dough directly into the oil, using scissors or a knife to cut them. Fry 3-4 churros at a time, turning occasionally, until they are golden brown. This usually takes about 2-4 minutes per batch.
